The MD5 checksum on the linked documentation page is there so you can verify it is the exact same file as required. If you want play games from that region, then you need those BIOS too. There are separate BIOS for other regions, Japan and Europe too. You need to put this file into the systems folder of RetroArch, where all other BIOS are (yours seem to be in SYSTEM_DIRECTORY: "C:\Users\maxlo\Documents\RetroArch\system"). That way you can use the 2 cores that I think are working well: Mame2003-plus (64 bit) Mame2016 (32 bit) deleted.

I would suggest you can install both the 32 and 64 bit versions of RetroArch. Mame2003-plus core is good and fast but does not support some games I play.

What you need, is this bios_CD_U.bin SegaCD US BIOS - Required for SegaCD US games. Over here, we have a great selection of console BIOS files to use on emulators like the Dreamcast Bios for Redream/Reicast on Android devices, SEGA CD Bios for RetroArch, RetroPie, PicoDrive and many more. The newer the core, the more games supported. Look in the documentation: Some systems require BIOS, like Sega CD in this case. I can see you tried to play an "US" game, so you need to have the US BIOS for Sega CD. And if you did, then they are maybe the wrong ones. It says " Missing BIOS", so I assume you don't have them installed correctly.
